What was being built

The Nusa Penida elevator project reached the cliff face at Kelingking Beach, in Klungkung. The authorities described a 182-meter glass elevator, which was to be linked to a 64-meter bridge once finished.1,2 Before the halt the investor had built a ticket counter, a flyover connecting it to the elevator and a glass elevator with a restaurant and foundation, across three areas of Bunga Mekar Village.7

The project owner's version, reported alongside the suspension, was that the development was legally permitted in 2023 and supported by a Chinese investor who put in Rp200 billion, of which Rp60 billion was allocated for the elevator.8 The owner also said it respected the provincial suspension and would compile the documents and permits needed.8 That is the developer's account, and the government's account differs.

Land and sea ownership is part of the problem. The elevator project spans three areas, with the ticket counter at the top under Klungkung authority, ravine land that is state-owned and needs central or provincial approval, and a beach and coastal waters at the base that fall under the Ministry of Marine Affairs and Fisheries and the Bali provincial government.7 A cliff with three kinds of owner needs three kinds of permit.

Why it was stopped

The first suspension came on 31 October 2025, when Bali authorities cited environmental concerns and regulatory violations.1 A committee head at the Bali legislature said the project lacked permits for disaster mitigation and work safety, and that it did not use the Bali-style design that regional regulations require.12

Three weeks later the governor went further. On 23 November 2025 Governor Wayan Koster ordered a halt to the construction of the glass elevator, citing multiple violations and the need to preserve the island's nature and culture.3 He acknowledged five serious violations and the recommendations of the legislature's special committee before suspending all construction work.13 The violations carry sanctions that include demolition and restoration of the site.14

The governor's order came with a clock. He told the investor to demolish all violating structures within six months and restore the affected space within three months, in line with regulations and to protect Bali's environment.15 The deadline is why later reports matter so much. Whatever happens at the cliff is a matter of legal process now, not opinion.

Where things stand now

The deadline did not end the matter. On Wednesday 15 April 2026 detikBali reported that the glass lift had not yet been dismantled as the governor instructed, even though the developer had been given six months from November 2025.9,10 The head of the Bali provincial legal bureau said the project was in a disputed legal status and could not be touched until there was a final court decision.16

He added that the demolition letters from the municipal police, and the order to restore the cliffs, were on hold because a court process was still running.19 A month later, on 23 May 2026, the Bali government said the glass lift was in status quo while a court tested the warning letter: it may neither be demolished nor operated until the court rules.5 That is the most recent report on the lift itself that we hold.

So the honest answer to whether the elevator exists is that a structure stands in legal limbo and cannot be used. Nothing we found says it has been demolished, and nothing says it can carry a visitor. If you read a later claim, look for a court ruling or a government statement behind it, and treat the date of the page you read as part of the claim.

What it means for your visit

For a tourist the practical answer is simple. There is no lift to the beach, so the way down is the same as it always was. The national rescue agency describes the route from the cliff top to the shore as hundreds of wooden steps, which need extra effort in light rain.6 The agency put the height of those steps at roughly 170 meters when it described carrying an injured visitor up in January 2026.20

The ministry of tourism calls access to Kelingking Beach quite challenging, with a steep and dangerous descent, and advises sturdy footwear for beaches such as Kelingking that require hiking.18,21 Many visitors will not go down at all, because day tours stop at the viewpoint, where cars can drive directly to the site according to the provincial portal.17 That is a visit in itself.

The risks are real and recent. A visitor died on 12 September 2026 after reportedly leaving the route to look for a path to the cliff edge and slipping into a ravine near the beach.11 The rescue was first planned by sea but dropped because of high waves, so rescuers went up the beach steps by hand, which took about one and a half hours.22 Stay on the marked route, and do not follow anyone off it for a photograph.

How long tours stay at Kelingking

Because the lift is not an option, the time you have at the cliff is the time on your tour's schedule. The shared East and West day lists 30 minutes at Kelingking Beach. A full-day highlights tour lists 45 minutes, a Manta Point and West coast tour lists 45 minutes, and a snorkeling and West land tour lists 50 minutes.

Only one tour gives the cliff real time. The afternoon Manta snorkeling and Kelingking sunset tour lists 1.5 hours at Kelingking Beach with the sunset, on a 5.5 to 6 hour tour that starts and ends on Nusa Penida. It lists from $34 and is rated 4.83 from 117 reviews. Because it ends on the island, the listing warns that there are no evening fast boats back to Bali.

This site's own boat day gives the cliff 120 minutes of a guided land tour by car, after three snorkel stops and a beach club lunch. It lists from $73 for 8 hours, and returns to Serangan Harbor around 5:30 to 6 PM. The listing describes the stop as a land tour by car to Kelingking Cliff and does not mention going down to the sand, so ask your guide.

Planning around the uncertainty

Since the elevator's future is in the courts, build your trip so that a change does not matter. If a lift were ever to open it would be a separate ticketed attraction, and no listing we hold sells one. Plan for the steps, the viewpoint, or both, and book a tour for what you can see today.

Time of day and season matter more than the structure. The ministry suggests the April-to-October dry stretch, for more favorable weather on the island, and the provincial portal says Kelingking is always crowded, especially in the holiday season.23,24 Crowds on a narrow viewpoint can make a short stop feel shorter, so a sunset tour or an early start may give a better hour.

Check the status before you travel, from a government or news source with a date on it. This page reflects reports through the dates it names, and the legal situation can change in either direction. If an official source says a lift is open, believe the source, and keep the steps and a good pair of shoes in mind as the baseline.
